Background of the Study
International legal reforms have a profound influence on shaping global trade norms and ensuring that economic activities adhere to agreed standards. The World Trade Organization’s (WTO) dispute settlement system serves as a cornerstone of international trade law, providing a mechanism for resolving trade disputes and enforcing compliance with trade agreements (Miller, 2023; Patel, 2024). This system promotes transparency, predictability, and stability in international commerce by offering a structured, rule-based process for dispute resolution. Recent legal reforms within the WTO framework have sought to address emerging challenges such as digital trade, protectionism, and non-tariff barriers, thereby modernizing trade norms to reflect contemporary economic realities. However, issues related to lengthy procedures, inconsistent rulings, and challenges in enforcement have raised concerns about the effectiveness of the system. This study evaluates the impact of international legal reforms on global trade norms by analyzing the performance of the WTO’s dispute settlement system. It explores how these reforms have influenced trade practices, resolved conflicts, and contributed to the overall stability of the international trading system (Miller, 2023; Patel, 2024).

Statement of the problem
Despite significant legal reforms, the WTO’s dispute settlement system continues to face challenges that affect its efficacy. Delays in resolution, procedural complexities, and enforcement difficulties undermine the system’s ability to maintain fair and predictable trade norms. These challenges create uncertainty in global trade relations and may impede the effectiveness of international legal reforms. This study aims to identify and analyze these obstacles and propose strategies for enhancing the dispute settlement mechanism (Miller, 2023; Patel, 2024).

Objectives of the Study

To evaluate the impact of WTO legal reforms on global trade norms.

To identify challenges within the WTO dispute settlement system.

To recommend improvements for more efficient and effective dispute resolution.

Research questions

How have recent legal reforms influenced global trade norms through the WTO dispute settlement system?

What are the major challenges facing the dispute settlement process?

What measures can enhance the effectiveness of the WTO’s dispute resolution mechanism?

Significance of the Study
This study is significant as it critically examines the effectiveness of international legal reforms in shaping global trade norms. The insights gained will help improve dispute settlement processes and contribute to a more stable and predictable international trading system (Miller, 2023).

Scope and Limitations of the Study
The study is limited to evaluating the WTO’s dispute settlement system and its impact on global trade norms. It does not consider other legal frameworks or bilateral trade disputes.
